HE Dr. Hamda

Her Excellency Dr. Hamda bint Hassan Al-Sulaiti is the Deputy Speaker of the Shura Council in the State of Qatar, a role she has held since October 2021. A distinguished scholar and national leader, she holds a Ph.D. in Education with highest distinction, earned in 2001, and has built an illustrious career that spans education, governance, human rights, and parliamentary diplomacy. 

Throughout her professional journey, Dr. Al-Sulaiti has progressed through prominent roles in the Ministry of Education, starting as a teacher and advancing to become Director of the Evaluation Authority, and later serving as the Secretary-General of the Qatar National Commission for Education, Culture and Science. She has been instrumental in shaping national strategies and policy reports, particularly in areas related to human rights, education, and social development. 

Her Excellency has actively participated in discussions on state laws, contributed proposals across various governmental sectors, and represented Qatar at numerous regional and international parliamentary conferences and meetings. She is also a respected contributor to academic literature, having co-authored numerous educational textbooks and led impactful research studies and policy initiatives. 

A prominent voice on the international stage, Dr. Al-Sulaiti is a member of several influential bodies. She serves on the Executive Committee of the Inter-Parliamentary Union, is Vice President of the Arab Executive Committee, and is a member of the UN Committee Office within the IPU. She leads the Parliamentary Diplomacy Taskforce at the Shura Council and is an ambassador for the Women Political Leaders (WPL) global network. 

Her dedication to education and excellence is reflected in her long-standing role as founding member and CEO of the Scientific Excellence Award (2006–2021), and as National Coordinator for Education for All – 2030 Agenda. She has held key positions in ALECSO and ICESCO, including Vice President of ALECSO’s Executive Council, and contributed to major initiatives in partnership with UNESCO. 

Dr. Al-Sulaiti’s achievements have been widely recognized. She has received the Best Coordinator Award twice from the Hamdan bin Rashid Award for Distinguished Academic Performance and was honored with the Arab Bureau of Education Award for Best Educational Projects. Her accolades also include the Women and Social Responsibility Medal, recognition by ALECSO, the Distinguished Community Leadership Award (2024), and inclusion among the Top 100 Most Influential Arabs in Social Responsibility (2024). 

Fluent in Arabic, English, and Turkish, Dr. Hamda bint Hassan Al-Sulaiti continues to be a vital force in advancing Qatar’s educational, social, and legislative development on both national and global fronts.
