Rahim Ali is a senior technical analyst at RAND with a background in civil engineering, construction management, and architecture. 

With over six years of policy research experience at RAND, he has led and contributed to research focused on infrastructure and urban resilience, climate change adaptation, and disaster recovery and preparedness. Examples of his research contributions include developing tools and frameworks to examine risks to infrastructure from climate change, evaluating and identifying opportunities to improve disaster recovery policies and programs, and evaluating the use of regulatory mechanisms, such as codes and standards for community resilience. His professional experience prior to RAND includes working as a summer researcher for the U.S. Army Corps of Engineers and working in the construction management industry in the San Francisco Bay Area. Rahim has a master’s degree in civil and environmental engineering from Carnegie Mellon University and a bachelor’s degree in architecture with a focus in sustainable design.
